I’m an outlaw class player, from my point of view the Roll the Bones skill should be one of the many skills removed from the gloval CD.
The reason: it’s an ability that simply gives you random stats or boost abilities (example sinister strike or Between the Eyes)
and blind ( for pvp )having to spend a global on a 2m skill (which cc to a target) doesn’t seem like the right thing to do
if we look at it it is like a mini burts (according to your luck).

In my opinion any ability which doesn’t itself do an attack or action, but instead preps an action or burst should be off GCD for rogues. This would include
Vendetta, Adrenaline Rush, and Shadowdance (as is now the case) along with;
Marked for Death
Symbols of Death
Shadowblades
Roll the Bones
Probably never gonna happen though as it would ‘unfairly’ benefit sub most of all and assassination wouldn’t get much benefit beyond the already off GCD vendetta and marked for death.
