The best solution I’ve seen is just every mode scaling up in that mode. Let people do what they want. People claim that this will be the end of raiding, I agree. That’s because raiding is boring!

No, the main problem is the loot lockout. Remove the lockout from raiding, and make gear only scale up in the content you’ve progressed in, and that would be a good solution.
