The reason why Belves got golden eyes in Legion was because they said that it wasn’t enough to change the race and the eye color was not permanent. Player characters feed off mana wyrms and only were exposed to fel stones that were used to power the city.

No player blood elf was ever addicted to fel canonically.
They used fel crystals to power their buildings.
These crystals radiated fel which had the effect of changing their eye color due to proximity.
This did not change their race, in any capacity.
Since the Sunwells restoration their eyes are changing from green to blue or gold.
Any high elf in proximity to a magic source of sufficient power will also have their eyes shift.
They are all the same race whether they call themselves High or Blood.
