Well I went to Normal MSV and killed a boss to check, and it says my raid lockout expires in 5 days, 23hrs and 15 minutes. Which would be Tuesday.
So yes, MoP raids have switched back to a weekly lockout as remix has closed. Just as Blizzard said. They wouldn’t say it happens when Remix closes if it was going to be at a later date, they would say, “Raids will return to a weekly lockout some time after Remix closes.”

Beat me to it, I was in the process of teleporting to Timeless Isle to punch a Wild God and see when the game told me I could punch it agian lol

Ok, for science, I logged over to my mage, ported to the Shrine and I have got the skip available.
Remix ended right at 7AM PDT yesterday. After reset it would have went back to weekly. If you did SoO anytime yesterday after weekly reset, you are locked on that character.
If only one character did SoO after resets but none of your characters can see the scroll, that could be a bug or your UI needs to be reset or addons. Take your pick.
I can see and interact with the scroll fine and I’ve not touched SoO in over a month.

To clarify some things:
This was not on a remix character, if that matters. It was on my very old main, and was the first time I have ever run the raid. I haven’t played in a while and just resubbed last weekend.
Am I correct in understanding that clearing SoO on ONE toon unlocks the Garrosh skip for all? I get being locked out on that one character, but I tried a few others and they all had the button-less scroll interaction, so that was my main confusion.
Hopefully just a UI issue indeed. I can check again after work and see if maybe it shows up.

Correct. You are not locked on all characters, just the one who did it this week, you should be able to run all your characters if you like, all have their own lockouts.

Anyone farming for the 1% shoulder drop now, while the corpse of MoP Remix is still very warm, i feel sorry for.
Was garaunteed yours even if you started trying to get it just a few days ago.

I picked them up almost as an afterthought… i didn’t really want them, but it was “well, you got tons of bones, might as well!”
They disabled the skip for the duration of remix and either forgot to reactivate it or simply can’t figure out how. Either way, if they do respond to reports or complaints it will be to try to gaslight people into accepting its removal.

It worked just fine during remix so long as you were using it with a retail character. This person was playing on retail. It’s either a temp bug from remix ending and raids going back to their normal lockout (unfortunate timing for OP) or a ui issue.
I’m saying this as someone who has just opened wow, logged into my old retail warrior, gone to the raid, clicked on the scroll, and killed Garrosh. (There were also people above who checked this last night.)
No need for random guesses and negativity.
