Are we talking gameplaywise, or lorewise? because if we’re going lorewise Gilneas still Technically counts, people like to argue “But it wasnt an INGAME capital city”, but lorewise it was still the capital of the Gilneans.
(Also, having gilneas be an actual ingame capital city would have meant A: You’d have an alliance CS right outside undercity, they were never gonna do that, and if gilneas ever did get rebuilt as a proper CS it’s probably gonna get moved somehow, and B: it would mean that they’d need to also build a proper CS for the Goblins, Does the new goblin city in TWW technically count for that?)
Dalaran was Alliance for most of it’s existence.
Darnassus was a capital city “replaced” with a quest hub in an expansion zone.
There may be refugees in Org still, but the Desolate Council and some Forsaken have moved into the Ruins of Lordaeron. We helped them clear out the ruins of Blight in Shadowlands and the Forsaken Heritage is about attacking the Scarlet Crusade as they have their sights set on taking out the Forsaken and the Council residing in the ruins of Lordaeron.
We clear out the blight and when you do the Forsaken quests it’s all in the court, but the place still isn’t habitable. Not yet. It needs to be rebuilt. The ruins are still the courtyard. There is no shelter there yet.
MHP thinks blowing up a city for shock value is epic.

Seriously, just read the article. Capital: Ruins of Lordaeron.
Then read the Shadowlands and Dragonflight sections. The Ruins of Lordaeron have been reclaimed and have already been a target to anti Forsaken groups.
Your link talks about the reclamation. It doesn’t state anything more than what is in game.
We did reclaim the ruins and rid it of blight. The refugees still are in Org. There is no shelter there.
Which is why it won’t happen. “good storytelling” ended with Legion.
Horde is never in danger. They have main character plot armor because the story is about them. That is why Horde cities get updated and Alliance cities get destroyed because they are just a prop in the Horde story.

Honestly I am kinda liking all the collaboration we’re doing since the 4th war ended.
Never though I’d be out there helping the Ressurected Nelves settle in to a de-blighted land.
Lets not go for more major city destruction unless it’s something minor like Thunderbluff or like Ironforge.

We replaced an original capital city with a neutral patch quest hub? Actually Blizz probably does consider that a replacement. Like they thought the end of SoO was a “fist pump” for the Alliance or they thought UC was the Alliance “stiking back”. They are so ridiculously biased its hilarious.

There are Forsaken, including the Council, that reside there now in the lore. The Scarlet Crusade wouldn’t launch an assault on the place if it was uninhabited. It wouldn’t be the capital of the Desolate Council if they weren’t residing from it.
Not everything gets reflected in game. Or do you think the Ghostlands are still the Ghostlands in the lore and the moment Midnight goes live it’s magically all healed in a day?
I’m still waiting for that fist pumping moment I was promised.

No, it’s just that the post you were replying to is about the refugees. Not about whether the Horde reclaimed the ruins. Not about the council being formed. That link you posted doesn’t say anything more than what we see in game.
And as far as the Scarlets, yes, they would, they are a crazy cult.
Nothing has been rebuilt yet. Not in lore, not in game.
What Varian making empty threats and then letting the Horde off the hook with zero consequences wasn’t a super awesome moment for you?
I 100% believe Blizz was shocked Alliance players didn’t find that “fist pump” worthy.

Even in World of Warcrafts timeframe, Dalaran was an Alliance city until WotLk, and again in MoP.
