Potential returning player.
I have little interest in raiding or pushing high keys.
That considered, what would i be locking myself out of mostly concerning pve and housing, and will this game be able to keep me interested in playing?

You haven’t given us much to go on. How long have you been away from Retail? What did you like about it? Why did you go the Classic route instead? How many hours a week do you expect to be entertained by the game? How do you like to spend those hours?
As a non-competitive, mostly solo, player, Retail has lost me. And in Midnight, they sunsetted the one thing that would have brought me back, pet battles.
It’s like they have a personal grudge against anyone who doesn’t help keep their M+ treadmills turning.
Having said that, there are many people who aren’t on the treadmill but yet find many hours every week to enjoy.
If you are not raiding or pushing, your end-game will be Delves and World Quests, with a little of the new Prey. If that works for you, you’ll enjoy it.

They killed pet battles? That sounds just lazy. Are there a lot of cosmetic and housing items are only found in high keys and raids or are there other means of attaining these items?
You never know what they’re going to introduce, but for the moment, from what I’ve seen, there are not a lot of decor items from hard content.
Decor does seem to be more shaping up into a microtransaction opportunity. They allow you to convert your BattelNet Balance into “Bronze” currency to buy some of them.
