Yup. Still broken. Issues on most but not all my characters. Blizzard claims it isn’t a bug when searching for solutions.
Only on my mage, who happens to be the weakest for delves so do more world content on her. Tried /reload, delete cache, nothing works for her when it is a delivery pick up. 
I can confirm that this worked for me on a character that was bugged on this specific kind of Shipping & Handling quest. I was concerned that I was permanently unable to streak to Tmog since Packages are so common but I was able to recover it thanks to this.
Im having this problem two weeks now on my shaman, can’t complete the 10 streak, cuz there’s aways a delivery job which used to be my favorite. PLEASE FIX!!!
