No NPC to turn quest in. I abandoned and logged back in but now there is no quest giver.

did you figure this out? I have the same problem. Finished the quest, no one to turn it in to. Simply not there. Logged out/in. Not there. Abandoned the quest, thinking I would pick it up again, but still not there. And now I cannot pick it up again.
Having the same issue. Commenting in hopes this is seen, and a resolution comes.
Found quest-giver. Go to under bridge then head back toward southern entrance.

This worked for me. Go all the way down into the cave until you can’t summon a flying mount anymore. Use the item to put you back to the surface and follow the icon on the map… so many legion quest bugs
