A Shaman requires that content to be obsolete, their raid to be gear capped, or the content to be nerfed, to do what a Warrior, Druid, or Paladin would do.
Its just math. Shaman will never be progression tanks, because they are not tanks.

The role of tank is fairly generic. You hold threat and donāt die.
If you can only tank content after its nerfed or been on farm (due to your real tanks) for months, so you outgear the content, your not a tank.
