Given all the Blizzard comments on “but wait and see”, as well as them admitting in an interview that how people responded to Bwonsamdi in the start of BFA made them change things about Ardenweald, this means the Tyrande plot was probably held as center in Ardenweald since the onset of development.
The Night Elf Souls we know will be saved, and I maintain the narrative lends itself to the Night Elf dead being resurrected via the rebirth portal near the Covenant sanctum (Grove of Restoration I think it’s called? Next to Tirna Achiad) after Tyrande Saves The Day™ by giving her Night Warrior power to the Winter Queen to restore her and the forest given the NW is inherently tied to Ardenweald, thus saving the both of them. Blizzard isn’t going to kill Tyrande, and needs a way to Save The Magical Rebirth Forest.
None of that was shaped by the Night Elf whining because the Forsaken and the Kaldorei both are at an impasse gameplaywise due to their Capitals being destroyed and their leadership in shambles that was always going to be resolved and will be resolved via the Shadowlands plot line.
