I believe it’s only for characters who are 60+ now. You can’t do it before then.

Hmmm, interesting! I thought that it was removed entirely, but I guess my experience would prove that to be true.

Can confirm on a Level 60 character, TOF is indeed there, the last character I tried, was level 50, no dice.

Appears to be a pretty solid reason.
After accepting TOF on a level 60, completing the quest netted me a whopping 130 experience, then I decided to look at the WQ that were open in Bastion, they offer a whopping 1000 exp, so, although it was not been removed, TOF does not appear to be a viable way to actually level 60-70, and if you are level 50, TOF is NOT an option.
But unfortunately OP, I still cannot answer your original question because I am NOT levelling through SL, TOF or no TOF.
