P2W involves EXCLUSIVE access to power through a pay wall.
BoE’s and ilvl can be purchased, but they’re not exclusively acquired this way.
It isn’t even CN - virtually EVERY raid will have players going in that vastly out gear it and will wipe and fail on Mythic raid bosses.

Let me add into what I’m trying to say. The drop chance for loot is so low, you are better off buying the gear you need.
I feel as though p2w is when you can buy things that don’t exist for people who don’t pay for it, which doesn’t exist in wow.
