Mine eventually worked once I logged out for awhile, the entire instance was reset except bosses. It seems if you kill the mini boss in the hallway and try to use the portal too quickly, Bolvar and Jaina don’t talk at the beginning of the tunnel offering you the option to move ahead to anduin.
