This is not a PvP only issue, it’s an issue in all aspects of the game that stems from the devs’ current philosophy regarding the gap in power they feel it takes for an upgrade to feel noticeable. This is also why old raids become irrelevant as soon as a new patch hits.
Also, 445 really doesn’t feel bad at all in randoms. If you’re really struggling at that ilvl, the problem is with you and not the gear.
