I’m gonna guess it’s to fix the honor system, not faction imbalance.
There is no easy fix for the faction imbalance at this point. Literally every feasible solution involves creating major inconveniences for horde players in an effort to force rerolls or transfers, and I seriously doubt Blizzard is going to do that.
So yeah, it’s probably to fix the honor system.

Well, I hope they consider adding faction changes (to the smaller faction) for significantly imbalanced realms.
But yeah, they’d probably have to add faction queues to encourage players to consider using this option.
It is to fix the honor, they posted about it in the bug forum and CS.
