Scaling Upgrade Costs are returning in 12.1

There’s a pretty good chance that the change they did early to remove it wasn’t done properly on the PTR. So seeing where this goes when they come back next week.

Fixed an issue where upgrading gear had scaling upgrade costs. Gear now has flat costs to upgrade each track like in Midnight Season 1.
