I’m afraid this may be the case. I was hoping the last of my untouched low pop realms would get buddies, but not this round. 
You’re not wrong, but it’s not like they’ve ever implied the sales would always be for the same amount. 
Going through my transaction history, I see they only had 50% once. Otherwise it’s mostly been 25% or 30%:
25% ~07/2012,
50% ~06/2013,
25% ~10/2014,
25% ~04/2017,
25% ~06/2018,
30% ~03/2019,
30% now.

So its like 19 instead of 25 to change YOUR character’s race? What a weird thing to charge people for that already pay a monthly sub and 50 bucks for every expansion. Maybe after the first 2 I can understand. I get this has been a thing forever but that doesn’t mean its a good thing. As someone who recently found a guild on the horde but has a roster of max level characters on another server and alliance its daunting to think it would be almost $150 to be able to put a few of my characters in their guild. Server transfer, I’ll bite, race/faction change, time for a change.
At the time of my post 19 days ago, it was still available.

Is this coming back soon? SUGGESTION: account realm move, literally a volume discount, way back years ago the PVP was hell so I moved to a non-PVP server, but since then the PVP in game assaults have been controlled, and I would like to move back to my original server where my friends are.
