I’ve done the 5 timewalking dungeons quest three times in the last three weeks

and got the same ring every time

You belong to a small subset of ppl that this happened to. It doesn’t happen to enough ppl for it make it onto Blizzard’s radar.

I think it happens to more people than you think it’s just not all of them come and make a post about it.

The odds of getting the same exact item from the timewalking cache 3 weeks in a row is extremely low. People like to believe the system is rigged, but it’s not. They’re just victims of pseudo-random numbers.

I don’t think the TW weekly quest was ever intended to be a primary means for gearing up.

Not when it first came out sure, but why have 5 weeks in a row leading starting at a time that more catchup gear was also introduced that happens to end at the same time the new patch is coming? People have been using it to supplement alts in addition to the BoA Forgotten Reach stuff. Is it so difficult for the system to check what item it gave you last week and roll any other available option?
