I think it comes down to courtesy. It’s a basic courtesy if you’re going to attempt to murder someone’s character in the street to touch base with them about it OOC and make sure that you’re on the same page about the story that you’re trying to tell together and agree to the rules of the encounter.

free-roaming Man’ari

This kind of thing has always existed on WoW RP servers and in general just gets ignored - which is the correct way to handle it. If something is unserious and doesn’t mesh with the world you’re playing in, well, just don’t play pretend with them. Before there were Manari, there were antagonistic Scarlets, and Scourge characters, and so on and so on.
