It’s a great choice from the Dev team. We only get 4 258 tokens a week so I simply do not give them to rogues.
Just about every spec in the game used full offset 252 Ulduar over their tier set. The buffed ilvl was simply too good, and the only reason more people didn’t have this is because full 252 off pieces were pretty difficult to get.

All the set bonuses are bad this tier. Who even cares about something this small though? Rogues are still top tier DPS whether their sets are bad or not.
T9 bonuses are bad for lots of classes. If it wasn’t for the ilvl increase, most probably wouldn’t even bother… and even with it some still stick to T8.
Yea… and they still are… That’s the point. For disc the 4pc is 10% to an ability that accounts for about 5% of our total healing, and for holy it’s actually much worse (empowered renew is usually <1% total healing…) Often the only reason you wear tier is because its usually the easiest 258 ilvl gear to get…
Don’t talk to me about rogue t9 until you look at holy paladin t9.
Take it from a Resto Sham who is reliant on the Ulduar 4 PC tier, it absolutely sucks. At least as a rogue you can itemize and whatnot with good high level pieces. Being beholden to your 4 set is extremely disappointing. 2 sets are even fine. 4 sets are plain no fun.
Sinister strike only has like a low 50% crit rate in full t9 bis, iirc that 4 set bonus has like 75+ dps attached to it.
The 2 set bonus is 40 energy per 1:40 with 100% rupture uptime is pretty rough. 0.4 energy per second, and it can only apply to the single target vs t8s passive 0.33 energy per second and ability to tick on multiple targets at once and higher uptime

If you think that’s bad, take a look at Resto Druid one. It’s 5% crit to Nourish.
So getting 5% to Sinister is actually, arguably, is MUCH better than Rdru bonus.
Meanwhile, Rogues are still higher single target, even with Feral “free” OoC (as it does take up glyph slot)
no i’m not a law student (nor a lawyer for that matter), but the doctrine of laches is a law term, basically the doctrine of laches boils down to if you’re going to sue someone for something you have a duty to bring the suit in a timely manner especially in cases where the passage of time changes the situation.
