Bumping this. It has been about three months since this bug was first reported on and still no fix. Not even an acknowledgment by blizzard that they are working on it.
Please blizzard, we all pay money each month in the hopes that we have a functional game. Energy is THE KEY resource used by rogues, so to have its regeneration be so bugged like this for so many months is disheartening to say the least.

I saw bliz implemented a hotfix today and was disappointed this wasn’t in there.

Any plans to address this? This is gamebreaking in a 1v1 pvp situation.

This is still a problem. Having played rogue extensively in vanilla I can confirm there are many many issues with rogues including this one. Blizz rarely responds to these but after months and multiple bumps and posts you think they would do something.
