OH, for those unaware, the arms are only for the Mythic/Elite sets.
Despite all the color variations having matching arms, they never spawn.

if u hit 2500 in M plus, Kill the final raid boss on mythic or i think hit 2400 in rated pvp you receive a stone that allows you to get the mythic/elite effect for all other sets, M plus definitely the easiest route to take

Cut a few big holes in a used trash bag, get a pitchfork head and put a neon green tennis ball on the middle fork and we have what our class set looks like, absolute hot garbage heading into a dumpster fire.
Whatâs wrong with that? I for one would love to see some muscly dudes in revealing persian styled transmog shaking some booty.

That was some first class sass. 
I think this set will look silly on my gnome where headpieces are already enormous, but I want it anyway.
