Was the hotfix for Ringing of the Heavens to just make it never work for Lightsmith?
I just did some testing and cannot get divine toll to proc at all as lightsmith no matter who I am targeting when using aura mastery. Herald has no problem.

It seems broken entirely now on lightsmith.
This is my experience as well
I got it to work again – I usually keep Holy Prism in the Paladin tree active for if I ever switch over to Herald. The current game requires you to have Divine Toll selected on the Paladin tree. Seems like a bug but try switching over to that if you haven’t already. Whoever fixed/tested this much have added a dependence on the talent – seems like a bug.
I take it back – doesn’t seem to work either way
