This will be my first time playing since Vashj’ir and doing some minor work on dailies and gear there.
Any recommendations on what to start off on first thing with 8.3 out?

Vashj’ir as in… the cataclysm zone? Or did you mean Nazjatar?
Going off the assumption you meant the latter, you’ll want to prioritize getting your legendary cloak. A lot of gear you obtain, even from world quests these days, will have corruption on them and the only way to deal with that is completing the legendary cloak questline.
For Horde, the quest that starts you down that path is “Return of the Black Prince”. It should automatically pop up after you obtain essences in the Nazjatar storyline the next time you visit Dazar’alor.
If you did mean you’ve been gone since cataclysm, then let me know and we can go over everything you need to do to get caught up to 8.3 content.
