Just in case people forgot, Blizzard has been doing this for a LONG time.
Scroll of Resurrection was the former program that was similar.
Here is the 2012 version where the returning player gets all this stuff below, and the person sending the scroll gets a free mount (if the other person subs).

A single character immediately boosted all the way to level 80 – DING!
A FREE upgrade to Cataclysm –regardless of your friend’s original box level

Any active World of Warcraft non-trial player can send a Scroll of Resurrection. To be eligible to receive a Scroll of Resurrection, your friend must have previously purchased at least one month of game time at any point in the past, and your friend’s account must have been inactive since March 4, 2012 or earlier. A few other prerequisites apply – such as a free upgrade to a Battle.net account for players who haven’t played since 2009 or earlier – so be sure to check out the FAQ for full eligibility details.
I wish we could at least get a free mid-leveling boost for a subscription milestone or some quarterly cycle to fight burnout. (not usable on NEW realms)
This is great news, I was concerned about having to pay the $70 for Shadowlands before having to pay an extra $90 for Dragonflight. Maybe now I can catch up and be ready to buy Dragonflight when it comes out.
I’ve been paying my monthly subscription and actively playing. I just never considered Shadowlands to be worth paying for. So I definitely got something out of this, granted it’s just getting it early since SL is going to be free anyway once the DF prepatch launches.
There were a number of sales in the second half of BfA, but I don’t recall a free offer for eligible players.
That’s why I was surprised to see this offer. They are trying to get players to come back to the game now. They probably realized that players who have not bought Shadowlands are less likely to buy Dragonflight, and giving it to them for free would increase the likelihood of them continuing

I agree. There is little to do for most players.
I think the target demographic was people who are currently subscribed but did not buy shadowlands. That makes them loyal customers, too. And easy to flip into shadowlands players.
Both I and my partner who hasn’t played this expansion have redeemed this offer.
Lot better deal than this one, for sure. Now you would have to buy a sub to use the upgrade, making it technically not free. There also wasn’t a perquisite of having bought a previous expansion, and it included TWO extra services (Realm+Faction change)
Leave it to blizzard to basically give the middle finger to those who paid for shadowlands by not even being like since you guys were loyal and stuck with it heres a boost. The PR team at blizzard could really use a better head if there not gonna do anything for dedicated players.
No, that is not available yet. That won’t happen until SL is rolled into the base game for free.
This is an incentive for past players to return, similar to the old Scroll of Resurrection.
To qualify you need a Battlenet account:
That has NOT bought SL on any of the WoW licenses
That HAS bought a paid WoW expansion at some point on one of the licenses.
So, if you were thinking of using a new WoW license on your current Bnet account that would not work. Also won’t work for new players on new Bnet accounts.
It has been overwhelming coming back to the game in recent expansions. You get like 8 different breadcrumb quests and at least half of them aren’t worth doing.
