I feel like this would be a decent choice but it also means the specs play the same in PvP all expansion, which kind of feels bad.
This would be an interesting thing to do in future expansions (no shot of them doing it for S4), but that’s doubling the number of set bonuses they have to tune and develop, something they are unlikely to do given the amount of participation in PvP.
