Resetting Cooldowns at the Target Dummies

Basically what the title says. This was brought to my attention here:

I think everyone knows the feeling at a target dummy having to wait for CDs to test something out again and given we have CD resets in a lot of places i think it wouldnt be bad for it to be the case for Target Dummies as well. Or spawn a CD Reset NPC near the dummies.

Naturally this could be abused in WPvP so just having this work/have the NPC spawn in non warmode might be of use. Or get afflicted by a debuff if participated in PvP in the last 5-10 minutes that wont let you reset your CDs that way.

Should really just be an NPC we talk to like battle pets that instant resets our CDs. They should also have PvP item level engaged in the Gladiators refuge so we can test abilities in actual PvP settings against the target dummies.
