Yeah that one’s the dungeon, you could try going back in to talk to him if he’s still in there. You either have to talk to him or you have to stand there and wait for him to finish his monologue and then click the “favor” on the ground.

Where can I go for quest help?
As of May 12, 2018 this quest is still not functioning properly. If you - for whatever reasons - do not get Odyn’s blessing after defeating him and have “wasted” your weekly ID, just port out, abandon the quest completely and get a new one. Then, look for a Halls of Valor (Mythic) run in the LFG tool, join, place your new meal (when all group menbers are in), and defeat Odyn again. You obviously won’t get any loot in this ID, but you should get the blessing now. If not, rinse and repeat. Since this is a quest, it can be abandoned and repeated as often as you want.
Not sure if that will still work if you get someone else to go in with you.

I find Wowhead comments the most helpful.
However, given that you reset the instance, you will likely have to wait until next week to fix the problem. I reset a dungeon on Heroic and I had to wait the day to fix my error.
The quest is part of the initial part of the Trial of Valor Raid . It is completed on beating Odyn prior porting down to enter the Maw to fight Helya .
It can’t be completed in the dungeon no matter what level.
He’s talking about the balance of power quest. It’s for the dungeon. I just did this a month or so ago.

ecerything I see about Odyn’s favor refers to the Trial of Valor raid.
Someone linked the correct quest above, the title of the quest is for Odyn’s “Blessing”.

It will bring up all of your lockouts.
Heroic/Mythic dungeons are on daily lockouts! Raids are weekly.
