We used to be able to Report Spam & Report Language for the opposite faction and now that option no longer exists. The elixir from Dalanar allows me to see what they are saying so why can’t I report them any longer? I end up just ignoring them but there is no disciplinary action involved in that. Is this being worked on? Why was it removed??

Sounds like a bug to me, I’d make a post on Bug Reports so QA can take a look.
They don’t really like tickets over right-click and report, but if you feel like it really needs the attention brought to it? This is the best path I could wrangle if you have their names and ideally the time-stamps so that the GM(s) can pull up the relevant time block to see what’s what. I will preface this is for zone disruption (which it could be depending on how bad it was and if it was out in the open), but I would just make sure to note that you were unable to right-click report and it wasn’t something you wanted to slide by. (If anyone else has a better classification, I’m all ears!)

Double points for you. Many, many moons ago, when I was a wee elfling, Hydraxis was my very first server. Alliance, granted, but I’ve still got a smattering left in my old Horde guild there. But brava, I didn’t even see the door I left wide open for that one!
It’s not currently intended to be possible to report cross faction chat. If this is something you’d like to see added to the game, there are a couple of ways to provide that feedback to the game team:
If you would like to go the forum route, I would recommend posting in the General Discussion forum since this would be an overall game system update - not specific to a area of the game like quests/instances/or classes.
But there is an in-game form if you’d prefer to send the feedback directly through to the game team.
