Coming from Dungeons and Dragons Online where AFking at the entrance is far too common, trust me, you don’t want this. It sucks that you had a crappy experience but to be honest, your best bet is to brush it off and move on. This is one of those rare occurences so I wouldn’t worry too much about it.
Vote kick penalties in 3 person content are stupid.

Had a tank literally sit down in a dungeon because he had tried to vote kick me and it failed, so he then tried to take out his baby temper tantrum by trying to vote kick the healer who was doing a spectacular job given this idiots pulling every mob in view at once over and over.
We’re at last boss and this joker wants to kick the healer because apparently he was ticked that they all wouldnt kick me for out DPSing this clown while he was trying to showboat instead of playing the game.
And then they’ll come in here screaming about ‘muh community’, as if any “community” their part of is worthy of our presence to begin with.
Shouldve asked in party chat why the supposed racist wanted to kick the ragna player let him own up to it… never cared for the behind their back kick BS. It should be out in the open, screw the Feels

There should be a pretty swift non-participation autokick, though.

Well honestly, there has been numerous kick-type stories of people having bad IE experiences. The system is just ripe for abuse unfortunately. Sorry you had to experience that and now you see why when I tell people, others MOSTLY just press Yes to kick without thinking twice happens more than one would think.
Then you have the people that it doesn’t happen to them and they think the rest of the community is peaches and cream.
I’m hesitant to run islands or anything with pugs anymore 'cause while the experience doesn’t affect me to a point, I find it a bad experience having to deal with such things.
The whole “My feelings are hurt, so vindicate me by outlawing the thing that made me sad/uncomfortable!” deal is getting worse and worse. Yes, a lot of people suck. Yes, unfair things happen. If you get this blocked, it won’t stop people from finding ways to be a jerk to you. If it leaves you so terribly scarred, you should probably look at the underlying roots of your own feelings and the overreaction you have to something that’s annoying but not really much more.
Edit for clarification: The main annoyance here for me is the fact that it is usually things like this getting out of hand (squeaky wheel syndrome) that make possible pathways for really bad change.
Go ahead, get this idea passed through and see what happens, lol. You get people AFKing and doing other stuff because there’s no repercussion. And you just developed 1000 headaches to solve the 1 you might have cured.
No one looks past the ends of their own upturned noses to look far enough to see what the implications of their ‘suggestions’ might be.
EDIT: There would be no suitable ‘metric’ to determine AFKing that other measures can’t counter, trust me, seen it many times before in other MMOs.
I just want to add a small correction: Ragnaros is a spanish speaking server. There are no brazilians there.
Who even has a problem with island expeditions? Every group I’ve been in has demolished them quickly. And yes, had some Ragnaros players equally doing their part
It’s not about my feelings being hurt, it’s about being punished for not following through and removing someone based on racial ideology, I can safely say I know this is why the kick was initiated after the player who initiated it whispered me and let me know why.
So, in the end, we either follow through with kicks based on possible racial ideology or we possibly face a penalty for not doing so.
Blizzard could easily implement a participation meter where players who are afk and not contributing are automatically removed.

What you should have learned is that in any IE, you are subject to be kicked for any reason if the other two players agree.
