Undead Scarlets were a cata thing, when the lore was decided was vanilla. And, it involves Dreadlord demon magic.
Worgen DKs are escapees from Arugal’s Shadowfang experiments. They were turned into worgen, and later DKs, prior to the fall of Gilneas.
If you play a Worgen DK, the starter quests actually go out of the way to clarify that.
