Razer Hill is phase for the heritage quest and I cant do the noble garden on one of my toons. I have finished the quest and its not in my quest log anymore.
I am having the exaxt same issue. I attempted logging out and back in to see if it would clear and it didn’t help.
I’m also phased. It’s full of Stormwind soldiers. Not sure how to fix this.

I don’t recognize that off the top of my head. Perhaps the siege of Orgrimmar where Saurfang dies (toward the end of BfA)?

also phased for my orc who completed the heritage quest months ago
Phased as well. No clue how to fix. Please look at this as we are losing a chance at the mount per character
Do any of your characters still have the buff Kosh’harg Ending? it gives a timer for when they disperse the area
Yep remove the buff and exit the area and come back and you can now see the quest giver

I’m phased with an army in Razor Hill. Anyone know how to fix this?
As an update, still bugged. My buffs are currently Highland Drake (Mount) Word of a Worthy Ally, Sign of the Legion, Sins of the Many (Priest buff), Ride Along (Mount buff), Larodar’s Fiery Reverie, Riding Abroad, and a Phial of Tepid Versatility… still full of Stormwind solders and I’m a blood elf. I just want to do the Noblegarden event this is frustrating.
logged in today and it was fixed for me. i parked myself in the noble garden questing area before logging off before reset if that helps
Update on day 3. I went through my quest log with a friend and there was a quest from Lor’themar Theron that was an attack on the Warchief (Silvanus). I deleted the quest and was able to get to the correct phase of Razor Hill.

I was having the same problem. There is 2 quests for the heritage line quest that I had to complete. It wasn’t working right away completing though. I had to go to Ogrimar after completing the heritage quest line, then go back and it started working. Hope this helps!

I have no quest for Theron to attack Silvanus, and I can’t see get Adorion trick to work

Same. Make sure you completed “through the shattered sky” quest line which is the opener for shadowlands. Here is a promt to see if you have completed iit

Unfortunaterly I have done it so I try to complete the reazor hill quest "This Ain’t Me, which is BFA quest located in Razor Hill. The problem is Sarufang isnt where he is supposed to be at the end. That should clear the issue. Heres the rub… I did Noblegarden Last year and it worked just fine. It was borked when this years valentines event happened.
