IQD is quite a bit different, it had realm wide progress and wasn’t based around farming ”rares” on fifteen minute spawns. They also didn’t hand out epic gear to replace Black Temple gear.
IQD also had a dungeon
It’s a part of the WoW seasonal template is all it is. S2 was a skip season in DF and it’s looking to be a skip season in TWW as far as everything other than raids and M+ go. It’s a holdover season by tradition.
Is that good? No. Is it inevitable with Blizz/WoW? Yes.
Seasonal FOMO or FOGB (fear of going back, which you see expressed by people who proclaim “If I don’t do it now then I’ll be ‘forced’ to do it later.”) keeps people locked in whether they will admit it or not. Otherwise this is something many would skip over.
