We see packet loss at either the modem or the first ISP hop outside your home network here:

Can you describe your home network. Ethernet Cable or Wireless. What devices do you have - Router/Modem combination device or separate router then modem.

Sorry wrong toon lol. Also it’s all wired Ethernet.

Are you able to run the Ethernet cable direct to modem to test. Bypass the router. Create a new WinMTR while on that set-up.

Direct conect through modem. It's intermittent not really aware of what's causing it.

Still seeing packet loss at the modem on that WinMTR. Not a lot, but any can cause issues - would fit the intermittent you describe. I would give Time Warner a call. See if they can test things from their end and reset the modem.
