The 200% buff applies to the regrowth HoT going to the lifebloom target (which then of course gets overwritten in short order when you regrowth again, likely the same target you just didn’t hit with a triple strength regrowth).
It’s been bugged all expansion, so no real hope of it being fixed now. Just can never run rampant growth + SotF together.
