But it’s not good for pvp…
I have the wildest experiences because I’ve played this game since 2004.
All I can say, those that perceive this system as great… it’s like That one song… "What a fool believes“ lol
But a fool with content done and gear hooray!
I miss rerolling a main back in TBC knowing I had to gear through Kara and onward. Each new patch making old current level content obsolete really feels really bad.

That doesn’t matter you elitist, at no point in this game should I have to do anything besides wq and lfr to get the bestest of gear cause thats fair and news flash blizzard I give you money you give me gear
It took me a moment before I caught on to the sarcasm. 
There Are many That say u can easily get covenant gear at 197 for pvp though? And it’s mainly Venth that lacks the vers…

I have heard to start PvPing and you can get better than Covenant gear. Renown unlocks the upgrades for it. Perhaps people think it is some sort of stepping stone? Though I do not know why they would say that.
If raid participation is down over the years, it’s because blizzard listened to the playerbase that asked for things to do at endgame outside of raiding. The game more or less was “raid or die” and as systems were added, more and more players took the path of least resistance to gearing their characters.
In no particular order:

Daily quests for rep > gear from rep quartermasters

Spamming heroic dungeons that we all overgeared for points or items to buy gear from vendors.

World quests
Now in shadowlands, they have full gear sets from the covenant that can be upgraded to nearly normal raid level.
They’ve been so generous with alternate systems this expansion that one of them, covenant gear, out rewards LFR, mythic +0, and world quests.
blizzard has simply borked the relative power balance of gear rewards from all these competing systems.
Maybe the covenant gear upgrade costs were too low. 250 or 300 anima for the final 7/7 level let people max this out way too quickly, and since they now out gear LFR, mythic dungeons and world quests, they feel like “there is nothing to do”
Honestly, covenant sets should have maxed at 184, cost more anima to upgrade, and have been balanced against unlucky RNG in raid finder and mythic +0
That would have given players 3 paths to get ready for endgame: questing, dungeons, LFR.
In terms of ilvls to be somewhat useful in pvp, many have suggested the covenant route. As far as pve, I’m lost in that lol not sure if the stats line up for effectiveness.
I assumed the “Covenant route” was simply to unlock the ability to upgrade it. Perhaps fill in spots until the upgrades are available? Either way, you will get the upgrade unlocks and can continue further into PvP. Which is always easier with a static group of friends or a guild or a Community, of course. Just like anything else!

I think its because raiding has become an unfun mechanic spamming mess.
Or you could start playing other parts of the game casually to get the gear you want or feel you deserve.
Why would you do that when you can get actual PVP gear at 197 for the same effort?
The best gear is designed around group content, why are you playing a MMO if you want to do content by yourself and expect high ilvl rewards for beating on some trivial mobs?

In all honesty, the gear you can get from WQs, Covenants, and Callings are as high as it can go. Any higher and you start taking away from actual organized group content that is somewhat challenging. You have 197 gear doing “casual” things. Bring that up to 200-207 you then devalue the loot that comes from Normal Raiding and mid to high level keys, essentially just handing out similarly ranked gear to harder group content. If you start to hand out gear like this the point of N Raiding, and Mid-High level keys become solely based around completion and nothing else, imagine being handed 200-207 gear, essentially skipping a difficulty tier in raiding, and skipping multiple levels of keys, for doing next to nothing but running around killing open world mobs. That is INSANE. You can not devalue the loot that comes from organized group content, that is the core of most if not all, MMOs. Your supposed to be incentivized to do this group content for rewarding things. To take that away is almost stripping any MMO of one of its core design philosophies. To be able to even get gear handed to you at an ILVL of 197 is already massive enough, anymore and you start to jeopardize other areas of the game that are some of the most rewarding experiences.
