Raid req. for ZG but not MC or BWL?

Title says all - why do we still need a raid to enter ZG but not the other two? Having to go to the enchant vendor is a pain enough already.

  1. invite some random level 1 to your group
  2. quickly convert it to raid
  3. enter zg
