Regardless, the fact remains that the best gear is/was/will be still coming from raids. Mythic raids.
It is heroic ilvl. Who cares? They already nerfed the end of dungeon reward amount of drops. So it will take quite a few runs to max out on heroic ilvl from M+ alone.
And they could very easily itemize heroic raids so you will have to go in there anyways to get your BiS (trinkets, tier, weapons, or just secondary stat combos).
