Rage is based on damage and Crits. This is why agility is a heavily favored Warrior stat. It provides Crit, Dodge and Armor. The more you crit and the more damage you do the more Rage you generate.
Aside from that, Anger Management eventually provides 1 Rage every 3 secs when in combat and lessons the decay of rage.
