If I run up to the target dummy and use Wake of Ashes, I get Avenging Wrath, but if I use any other spells first, it doesn’t trigger from Wake of Ashes, only from spenders.

I’m having the same thing. It’s not 100% of the time it fails to trigger, I’d say maybe 50-60% of my Wake of Ashes casts trigger it, otherwise, nothing.
