Oh! It might be working for me because itās not a ārace changeā but a faction change.
Iām faction changing all of my characters to Horde and Iām conflating the two.
Nope, just tried on my Worgen hunter, canot do it. I think its because ya dont ge the panda starting zone
That would make no sense. That would apply to Retail too, but there is no issues int Retail. This is entirely Blizzard decided not to allow us to Race Change, but will allow those who buy a 70$ boost to pick a Panda. 
Pretty sure this is just a pre-patch bug that theyāll fix as soon as they realize how much money its costing them

Sadly no, I have just got word from a GM that this, is indeed, deliberate and that they have no current plans to allow for Race Changing to Pandaren in the near future.
What an extremely insulting decision.

It seems thereās a lot of conflicting answers being given by CS and GMs on whether or not its a bug, Iād just get a refund and see if things change in the next few days.
The problem is that for those of us who got the race change token on sale a couple weeks back canāt even refund as its ābeen too longā. I can only speak for myself, but I only bought that race change to change my main to pandaren, so yeahā¦
I guess if I didnāt feel attached to my main and just boosted a pandaren then that would be just fine. Iām a hunter main so just swapping to a new hunter is extremely unappealing as I have rare pets like Loqueānahak.

exactly the same for me, hunter main wanting to switch, bought my token ātoo long agoā. And believe me, I searched high and low for anything that said whether we werenāt going to be able to do this, blizz had said nothing - in fact, the reversal on boosted characters really seemed to indicate that the attitude would be permissive.
I guess the lesson here is to ignore shop specials no matter what from now on.

Iāll bite the bullet. I have some faction changes. I can go from a undead rogue to an ally panda.
Supposedly in three days I can do it again. Iāll come back and post. It might be fixed by then but maybe not.

I just did it and can confirm that faction change does indeed work to switch my Mage to panda. They are refunding my race change, but only because I bought it a few hours ago I assume.
Also submitted in bug report. Bump the thread. Let voices be heard.

Why the trolling/rage bait?
I also requested a refund for my race change, since it canāt be used for Pandaren. I hope they get enough pushback that they revert their decision, since Pandaren characters can be boosted.

If I had to make a reasonable guess here, I am willing to bet they will make us wait til the release of MoP to race change to Panda. Though sooner would be ideal butā¦ yea.
I seem to recall that I was able to do it during OP MoP, but my memory sometimes is not what it used to be.
Right. They canāt make it so you can never race change to a Pandaren. During prepatch? Sure, whatever. But in MoP? I donāt see a reason you canāt right on first day.

As you can see, 3 separate GMs confirmed itās deliberately not available with no current plans to change this.
It is not reasonable for Race Changes to be locked until the 21st.
