Queueing WoD LFR/Garrison NPC

I’m told I need to build a garrison to be able to access LFR raids from WoD. There’s a mog I want that I can’t get unless I queue LFR.

So my question is this… As a lvl 60 character in current content does anyone know how I go about building a garrison or if it’s possible?

I went to Draenor and attempted to find the surveying scope and/or any quests pertaining to it that would help me but I couldn’t find anything in that spot. Any ideas? Thanks in advance.

You need to travel a bit away from where the garrison is actually built. Follow the shoreline around the plot, there’s a quest somewhere on the hillside near the Iron Horde ship where Khadgar and Thrall introduce themselves to Durotan before heading up to build the garrison.
