Judgment of Righteousness can crit, but it’s based on spell crit. Judgment of Command is based on melee crit.
Generally you always want to judge Command.
Seal twisting is one of those things where it can be a small boon if you do it right, but you just waste mana if you do it wrong.
The thing about ret in Era, as others have said, is when played perfectly and geared to the nines with full consumes and WB’s, it is still not really that good for raiding.
It’s pretty good in PvP and for solo play though. It can be good in dungeons too, mainly because you still bring all the base paladin utility. It’s not bad; it’s just not really designed for raiding.
