Before I can accept the quest the shark phases out, anyone have a solution? I am kinda stuck. Idk if this is a bug or if there is a pre-quest to accept this part of the quest chain.

I don’t know of any special requirements for that quest.
The elite Naga world quest is up in that area right now, and I wonder if it’s causing phasing problems. It looks like it will be up there until reset this morning, so I’d check afterwards and see if the quest works for you.
That must have been it, I just checked after the reset and the boom, the quest is right there.
