Their philosophy is already to boost PVP gear in PVP, they just need to take their paltry PVP bonus on trinkets and extend it.
It is so ridiculous that they keep trying so hard to design around what WoD already did so well. They need to add PVP scaling because the gear is no longer easy to obtain and honor gear and conquest gear are so far apart in terms of power. They need to add a whole ton of grinding to PVP gear, because it is now tied to PVE gear progression. They need to invent a whole bunch of upgrading systems based on rating and time gating, weekly boxes, and trinket bonuses. Just to try to give the impression that PVP gear is going to be alright for PVP again.
Here’s the thing, I don’t think SL PVP gearing changes go far enough to make it a reality. It would have been far simpler and faster and easier to use the systems that were already working and had been for 8 years.
So I am not going to just sit by when they are actively changing things and say “oh well, 2 more years of PVE to PVP for me because they said they want gear to be gear…”

I agree completely. I wrote a lengthier post in Ven’s thread about a way in which I think they can make it work. (PvP gearing is bad and not fun (HELP) - #1990 by Dentist-westfall). I think they can take that paltry bonus and extend it and we would all be happy. They can keep their rating gates, their weekly cache system, and they can continue to pat themselves on the back about how they have an integrated ecosystem. And we’ll be happy about our gearing for the first time in 4 years.

I just dont see what blizzard has to lose at this point?? why not listen to the PVP player base for once? notice all the games they say ppl quit wow for are PLAYER VS PLAYER games. Hearthstone/Overwatch/fortnite the list goes on of new games coming out that are so focus on the PVP aspect of the game…
At this point blizzard has nothing to lose to add the skill gap back into the PVP scene, they need to make it different when it comes to PVE and PVP gear so one dont feel more powerful then the other when used in area it wasnt gained from, how hard is that for blizzard to understand??? its been the same top 100 on the arena ladder for like 5+years lol stop giving these Rank 1 players the option to legit steamroll people outside of skillbase lol the corruption and PVE trinkets/gear makes it 10x easy for any rank 1 player in PVP to steam roll any casual 0-2400 player, there is no real competition anymore just same old rank 1 players vs a bunch of casual PVP players that cant afford or aren’t friends with ppl in mythic guilds for the top BIS PVE gear needed to PVP, hardcore PVP players dont wanna PVE so you wont have that need for players to climb rating and such to just die to ppl due to trinkets and corruption/gear gained from PVE

Lead dev doesn’t step into pvp and thus wants to design the game to avoid it.

This is most likely the root.
A business will always cater to its greater customer base. They want their dragon slayers to feel relevant in all content.
