Why do all the tank nerfs when you know you’re going to have to just reverse them later?

Hey, I’m very excited for the Warlock buffs they need to announce it a third time.
…why? This was a supremely useful tool in organized raids to quickly clean up marks. What purpose does this possibly serve?
