Actually, you can grind arbitrarily high without winning. If you want to maximize honor, you’re better off favoring fighting, even pointless fighting, over actually winning.
Honor is indicative of experience in battlegrounds, but it might be losing experience, and it might well be outdated losing experience. Only Conquest ensures that you have winning experience.
