I agree expect with the last part of your post.
Higher rated players can be rewarded with faster gearing methods there is no need to up the ilvl in PvE at very all.
No WoD was the better idea, because no pve trinket was worth losing the set bonus. But it at least let pvers have some level of effectiveness in pvp, and pvp gear was ok for starting raiding as a pvper
