PVP FULL 4 Piece Tier Set HOW?

I have seen a player with a full tier PVP set with the 4 piece BONUS how is that possible at this time?

Confused, what do you mean how?

You can have full Rare (Blue) PvP set right now as long as you’ve ranked up to Rank 10 to have access to all the pieces.

there is no honor decay either so ranking up is relatively fast and easy

rank 11 takes 4 weeks and its been out for months.
