should i craft Crystalline leggo into hands or shoulders? which is better to do and why?

on my rogue i crafted 235 for wrists instead of ring because ring has no agil.
well do shoulders give more base stats than gloves usually?

just go the penance legendary like a chad
shoulders has more stat allocation its same for every class, weapon>chest/helm > shoulder is most valuable until you get into late expansion where secondary stats are worth 4x as much as int then usually rings are best
